The problematic issues raised by the Constitutional Court's recognition of the 2004 political reform as illegitimate require the creation of a constitutional commission, Ukrainian Parliament Speaker Volodymyr Lytvyn has said.

"The main question is who will take the initiative to publish the text of the constitution and say that it is authentic. I understand that it’s necessary to create a constitutional commission, and the Verkhovna Rada should take a respective decision," he told journalists in Yalta on Friday.

Lytvyn said that the Verkhovna Rada had not yet cancelled all laws adopted during the constitutional reform of 2004.

The speaker noted that "if the second clause of the CC ruling is regarded as it is, then tomorrow the president can dismiss any minister, any deputy or head of a committee, including the prime minister himself."

He also suggested that the option of a constitutional motion and a court ruling was more acceptable than the alternative option of implementing the law on a national referendum, which was considered earlier.
