Russia never exports weapons to countries where they may cause political instability, Russian Foreign Minister Sergei Lavrov said in a television program on Wednesday.

"We never export weapons to regions where such weapons may cause the destabilization of the situation. So it is necessary to go to the essence of the issue, and the essence is that it is an issue of defensive armaments that are exported in compliance with international agreements," Lavrov told Armenian Public Television when asked to comment on reports that Russia has sold S-300 surface-to-air missile systems to Azerbaijan.

"The S-300 is a defensive weapon the role of which is to defend a territory against a rocket attack. That’s all there is to it," he said.
