Ukrainian President Viktor Yanukovych said millions of dollars that his country received by selling its unspent greenhouse gas emission quotas under the Kyoto Protocol had been "plundered." Ukraine joined the Kyoto Protocol, a legally binding agreement restricting carbon emissions, in 2004. Under the Protocol, countries can sell their unspent emission quotas to other states. The incomes, however, can be used solely to finance environmental projects. Read the story here.
