BINGHAMTON -- A blue-and-gold Ukrainian flag flew outside city hall on Tuesday to mark the 19th anniversary of Ukraine's independence from Communist rule. It was a bittersweet day, though, because the two dozen Americans of Ukrainian descent who gathered for a brief ceremony were worried about freedom in the eastern European country after election of a pro-Russian president.
