Born on December 18, 1967 in Stary Bykov, Chernigiv region. Graduated from the Chernigiv State Pedagogical Institute of Taras Shevchenko (historical faculty).

1990 – graduated from the Business School under the Moscow State Institute of International Relations. In a year he became a student of the Vienna Economical University (faculty of trade sciences).

Established his own company in Vienna.

Since 1994 Nikolay Rudkovsky is a chief consultant of the President of Ukraine administration.

Since January 1998 – deputy chairman of the board of the stock company Ukrgasprom. After the reformation of the company into Neftegas Ukraina became deputy director manager of the company.

In 2001 Rudkovsky headed Chernigiv Region Committee of the Social party of Ukraine.

In 2002 and in 2006 – becomes Ukraine MP.

In August 2006 - appointed the Minister of Transport and Communications of Ukraine.

He is the hero of numerous scandals and publications.

Married. Has two daughters (2000 and 2005 years of birth).
