Ukraine and US Agree on Military Plan to Modernize Armed Forces

A four-section document at the level of the General Staffs outlines support, supply, modernization, and compliance mechanisms, as Ukraine continues to seek robust postwar security guarantees.

Ukraine and the United States have agreed on a military document at the level of their General Staffs, outlining plans for the modernization of the Ukrainian armed forces.

“Bilateral work with the United States of America was carried out at the level of the General Staffs. A military document was agreed upon, which consists of four sections,” Chief of the General Staff of the Armed Forces of Ukraine, Andrii Hnatov, said during a briefing, UNIAN reports.“All these sections concern the way in which support will be provided to Ukraine and the country’s Armed Forces, how their supply and modernization will take place, as well as how compliance with the agreements will be monitored and the response in case of their non-fulfillment.”

Ukraine has long sought from its allies an effective mechanism for postwar modernization of its army, as well as robust security guarantees in the event of renewed Russian aggression.

In his New Year’s address for 2026, President Volodymyr Zelensky said that a “peace agreement is 90% ready,” with the remaining 10% concerning territorial issues.
