Kyiv authorities are compiling lists of residents who may need temporary relocation if Russian attacks cause prolonged heating outages during the winter, Kyiv City Administration Deputy Head Maryna Khonda said in comments to Economic Pravda.
The lists primarily include elderly people living alone, people with disabilities and families raising children with disabilities.
Kyiv identifies vulnerable residents
According to Khonda, the decision to compile the lists followed the experience of last winter, when city services found that many people with limited mobility were not actually living at their registered addresses.
The problem is particularly significant among internally displaced people, many of whom are registered in one district of Kyiv but live elsewhere.
“Many internally displaced people are registered in one district but live in another. So we do not see all the people with limited mobility who may potentially need help,” Khonda said.
Announcements about the initiative have already appeared on residential buildings across various areas of Kyiv.
City officials are working in all districts to establish direct contact with potentially vulnerable residents and determine whether they have alternative accommodation where they could stay in an emergency.
“We need to have all the data and understand how many people may need help in winter,” Khonda said.
Kyiv prepares temporary accommodation
The city is also determining where residents could be accommodated if heating is unavailable for an extended period.
The final list of temporary accommodation locations is still being prepared.
“When all the lists are approved, we will definitely offer them to people,” Khonda said.
City authorities are considering different categories of residents separately because they cannot accommodate everyone in a single location.
The preparations come as Kyiv braces for another winter under the threat of Russian attacks on Ukraine’s energy infrastructure.
