The Register of Damage Caused by the Aggression of the Russian Federation against Ukraine (RD4U) has opened two new categories of claims, allowing the country to bill Russia for war-related costs, particularly territory demining and humanitarian spending.
The new categories, B4 and B5, cover “Humanitarian Public Expenditures to Support the Affected Population” and “Demining and Clearance of Unexploded Ordnance,” according to the presidential office on Thursday, Aug. 13.
“We must document not only what Russia has destroyed, but also how much it costs Ukraine to overcome the consequences of its aggression,” Iryna Mudra, deputy head of the Presidential Office said.
Categories covering evacuation, housing and medical care
“Evacuating people, providing temporary housing, treatment and rehabilitation, and demining Ukrainian territories – these are enormous expenditures our state bears because of Russia’s war,” she added.
Central, regional and local authorities and institutions can now submit claims tied to these categories.
Rehabilitation programs and compensation for damaged or destroyed housing are also covered under the state’s eRecovery program, according to the presidential website.
“The opening of categories B4 and B5 makes it possible to include these expenditures in the overall body of claims against the aggressor state,” Mudra said.
Budanov: “Russia will pay for every hryvnia spent”
Kyrylo Budanov, head of the Presidential Office, said that Ukraine is consistently documenting the costs of Russian aggression while compiling the bill.
“Russia must pay for every one of its crimes and compensate for every hryvnia spent on overcoming the consequences of aggression,” he said in a statement on Friday, Aug. 14.
According to United24Media, almost 23% of Ukraine’s territory remains contaminated by mines, with full clearance expected to take at least 10 years and cost at least $1,400 per a hectare (approximately 2,5 acres).
Register now covers 23 categories
Currently, the RD4U includes 23 categories of claims in total, covering issues such as involuntary internal displacement, displacement outside of Ukraine, death or disappearance of immediate family members, sexual violence, torture, forced labor, and the unlawful transfer of children and adults.
According to the presidential website, another 20 categories are planned for future rollout.
Based in The Hague, the register has served as an international compensation mechanism since 2025, uniting 44 states and the European Union and allowing Kyiv to assemble a case for compensation.
The register’s expansion builds on a wider international push to hold Russia financially accountable for the war.
In December 2025, European countries launched an International Claims Commission for Ukraine at a summit in The Hague, aiming to ensure compensation for the extensive damage caused by Russian war crimes.
