You're reading: Results of check of Ukrecoresursy’s operation to be presented in early November

The State Financial Inspectorate of Ukraine is conducting an off-schedule check of the operation of Ukrecoresursy State Enterprise for collection, recycling and disposal of waste as secondary raw materials (Kyiv) carried out by the company before May 2014, Ukrecoresursy Director General Ara Safarian said at a press conference in Kyiv on Oct. 15.

‘Now the second off-schedule check by the inspectorate initiated by us from the moment when we have started fulfilling our functions is being conducted. It will end in early November and the approximate volume of damage will be clear,’ he said, adding that this concerns dozens of millions of hryvnias.

The law-enforcement agencies have opened criminal cases against infringements revealed in the operation of the state enterprise, he added, not disclosing the details.

He said that this concerns the following infringements in the operation of Ukreсoresursy: the purchase of special equipment on the financial leasing conditions at the price set too high. The equipment has not been launched.

The waste sorting line for the waste sorting complex in Dnipropetrovsk bought at the cost set too high by the state enterprise with the participation of OTP Leasing LLC (Kyiv, the subsidiary of OTP Bank, former Raiffeisenbank Ukraine, part of OTP Group) has not been launched, while the ribbon-cutting ceremony was held in Oct. 2013, Safarian said.

‘The line which costs around Hr 1.5 million was bought for Hr 3.6 million. This is the preliminary information, as the technical audit is being conducted and the approximate cost has been calculated – the price was increased by Hr 2 million when the line was purchased,’ he said.

He said that Ukreсoresursy has paid around 30-40 percent of the cost of the waste sorting line under the leasing agreement, which was today dismantled by OTP Leasing due to non-payments and the line was transported to Kyiv.

The inspectorate is checking the purchase of 100 recycling kiosks for collection of cans and PET-bottles worth Hr 18 million by the state enterprise in 2012, Safarian added.

‘The specialists said that these kiosks are homemade and we cannot start using them. The examination is being conducted to define their real cost,’ he said.

‘At present, the stock-taking of key assets is being conducted – we collected assets in parts all over Ukraine,’ he said, adding that all corruption schemes have been stopped and the doubtful agreements are canceled or re-signed.
