You're reading: Ukraine to attract low-cost carriers with at least ten one-type aircraft

The Infrastructure Ministry is intending to attract to the Ukrainian market of passenger transportation low-cost airlines with fleets of at least ten single-type aircraft, belonging to them under the terms of ownership or under leasing agreements (except for leasing with the crew), the operational term of which does not exceed ten years.

This is stipulated in a government draft law on certain issues with
respect to stimulating the development of low-cost air travel, the text
of which was posted on the ministry’s Web site.

Among the requirements for low-cost carriers, in addition to the
fleet, are the use of a separate automated system for reservation and
sale of services, which provides the a summation of the processes for
creating, processing, sending, transferring, receiving, storing, use and
cancellation of electronic travel documents and does not make use of
the resources of other carriers.

In addition, these carriers should issue tickets only with a
guaranteed date of departure, perform only direct flights between points
of destination, should not transport passengers by connecting or
transfer flights, should not have agreements on the mutual recognition
of traffic documents and code sharing, should use a permissible
(minimum) list of ground services, which is officially determined and
provided by the operators of Ukrainian airports to air carriers that
carry passengers of low-cost air transportation.

The State Aviation Service of Ukraine will check applications from
air carriers for compliance with the above-mentioned criteria.
