The State Agency of E-government plans to introduce 10 administrative electronic services by the end of 2015.

Agency Head Oleksandr Ryzhenko said at a briefing on Oct. 8 that this is one of the top-priority tasks of the agency for next year. The services will be selected from the list of 20 services approved by the European Union and 12 of which are provided by the state to the public and eight – to business.

Asked what the services could be, Ryzhenko did not specify them, adding that these will be services in the construction area (for example, the submission of the application on the start of the construction of the facility), ecology and tax services.

He said that among other top-priority tasks is the creation of the system of electronic cooperation of the state power agencies, connection of 10 key Web resources to it, the introduction of Web portals with open databases, electronic democracy, etc.

Ryzhenko said that the introduction of the e-government in Ukraine requires amendments to Ukrainian law, in partcilar, the law on the electronic cooperation of state agencies and the law on open databases should be passed. In addition, the Electronic Ukraine 2020 concept is to be drawn up.

A poll conducted by Razumkov Center was presented at the briefing. According to the poll, 45 percent of Ukrainians do not use the Internet access service, 58 percent of which do not see any sense in this. 92 percent of Internet users browse Internet at home. Some 42 percent of all users carry out online transactions and they also support the introduction of the e-government. Some 31 percent of respondents failed to explain the ‘e-government’ notion.
