“The aircraft accident site can be visited only under the control of
the party in charge of the investigation, that is, the Dutch side. At
the present time, the international commission has not made a decision
on traveling to the aircraft accident area,” Rosaviation quoted
Storchevoi as saying.
The party conducting the investigation announced earlier that Russian
members of the international investigative commission would take full
part in examining the crash site, he said.
In keeping with the International Civil Aviation Organization (ICAO)
Standards and Recommended Practices (SARPs) and Annex 13 to the
Convention on International Civil Aviation (the Chicago Convention), an
aircraft accident site can be visited only under control of the party in
charge of the investigation.
