The mission of the CIS Election Monitoring Organization (CIS-EMO) has noted an increase in the use of administrative resources during the election campaign in Ukraine in the final days before the vote. 

“What really concerns us is the fact that in the last week [before the vote] the degree of use of administrative resources has significantly increased,” mission representative Oleg Vernik said at a roundtable meeting at Interfax-Ukraine on Thursday.

He said that it was premature to draw final conclusions and that most of the violations come from candidates running for MP in single-member constituencies.

In this regard, Vernik said that those who “are really fighting for victory are representatives of oligarchic industrial groups.”

“They can hardly fairly and transparently represent party brands that they have leased for the period of the election campaign,” the observer said.

At the same time, he noted that “now we cannot say that a general increase in the number of violations leads us to a final conclusion about the illegitimacy of these elections.”

The parliamentary elections in Ukraine are scheduled for October 28.
