The Cabinet of Ministers must resign if the Verkhovna Rada passes a law that increases the expenditures of the state budget, despite the government's position on this issue, according to a draft coalition agreement published on the Web site of the Bloc of Petro Poroshenko on Oct. 29.

“If the Verkhovna Rada of Ukraine passes a law that increases the expenditure side of the budget, despite the position of the Cabinet of Ministers of Ukraine on this issue, the Cabinet of Ministers of Ukraine is obliged to resign, and the coalition should form a new Cabinet of Ministers of Ukraine or decide on the dissolution of the coalition,” reads the document.

The draft agreement states that the Verkhovna Rada approves by July a budget declaration (major areas of economic and fiscal policy) drafted by the Cabinet of Ministers of Ukraine.

“If the Cabinet of Ministers of Ukraine cannot agree with the coalition on key macroeconomic figures and state budget figures (total income, expenditures, deficit and overall spending on the chief managers of budget funds) when discussing the budget declaration, the Cabinet of Ministers of Ukraine is obliged to resign, and the coalition is obliged to form a new Cabinet of Ministers of Ukraine,” reads the draft agreement.
