Ukrainian President Petro Poroshenko has introduced draft laws on reforms in the court ruling execution system and decisions of other agencies to the Ukrainian parliament, the presidential press service reported on Aug. 14.

The documents are intended to increase efficiency of agencies and persons that execute court rulings and other decisions and ensure the proper realization of the final stage of court hearings.

Draft laws On court enforcement action and On agencies and persons who execute court rulings and decisions of other agencies envisage the introduction of the combined court enforcement action system, modernization of the executors service and the introduction of the private executors institution, which will be new for Ukraine. The documents would define the basis for organizing the execution of decisions by public and private executors, their tasks and legal status.

The presidential administration said that the draft law On court enforcement action has realized whole new procedural mechanisms of executing decisions.

“The draft law foresees the formation of the open register of debtors, introduces the automated procedures for executing decisions via the electronic registration of documents, recording of procedural decisions and court enforcement action process in the automated system, optimizes the terms of enforcement actions, toughens responsibility of debtors, considerably increases fines imposed by executors, defines a list of issues that cannot be executed by private executors, etc,” reads the report.

The institution of court control over court enforcement action is being introduced.
