OSCE Secretary General Lamberto Zannier believes the current situation in the Nagorno-Karabakh conflict poses a threat to the entire oblast.

Zannier told a press conference following negotiations with Russian Foreign Minister Sergei Lavrov that he believes the situation is explosive, adding that there have been several incidents and their nature causes concerns because it may cause instability in the oblast and on the Azeri-Armenian border.

Zannier said the presidents of Armenia and Azerbaijan “plan to have a meeting” in the nearest future to discuss the situation.

He said he believes it is now time for the international community to increase the pressure on both sides and draw attention to the need to find a political solution to this situation.

Zannier also said the OSCE has a special group that monitors this oblast, it is not a permanent group, but a special group, which meets as the need arises.

He said the OSCE has prepared a number of measures and principles that need to be applied on the ground, specifically, to create mechanisms for investigating incidents.

Zannier said both sides should make a contribution to resolving this issue. He said the OSCE is following the dynamics of events, adding that they cause concerns, especially the use of heavy weapons.
