The question of introducing a state of emergency in Ukraine has not yet been raised, Ukrainian Prime Minister Mykola Azarov's spokesman, Vitaliy Lukianenko, has said.

“The question of the introduction of a state of emergency by the
authorities has not yet been raised,” he told Interfax-Ukraine early on
Monday.

He did not specify whether Azarov managed to get into the Cabinet of Ministers on Monday.

An Interfax-Ukraine reporter said that due to the fact that
protesters blocked all approaches and entrances to the government
building, employees of the Cabinet of Ministers could not get into the
building.
