The European Commission in its decision to cuts tariffs for Ukrainian exports to EU has envisaged safeguards to prevent abuses by third countries. 

“So we have of course included certain conditions to prevent abuses from third countries. So, if Russian products come through Crimea to Europe, of course they would be excluded. But if they are products from Crimea itself, they would benefit from cuts in tariffs,” EU Trade Commissioner Karel DE Gucht said at a press conference in Strasbourg on Tuesday.
