About half of residents have already left Luhansk, and the situation in the city is critical, deputy director of a Luhansk City Council department Oleksandr Savenko has said.

“Of the 464,070 people living in the city of Luhansk about 250,000
people still remain in Luhansk. These are people who did not leave the
city for one reason or another and remain there today under conditions
of a humanitarian catastrophe,” he said on the 112 Ukraine television
channel on Aug 5.

He said that those wishing to leave the city could do it through a
humanitarian corridor, which is currently operating only unilaterally
and is supported by the anti-terrorist operation (ATO) forces.

“The other side is not providing any guarantees,” Savenko said.

He also said that Luhansk had been without electricity, water supply, telephone communications and Internet for the third day.

“The situation is complicated by the fact that there are no reserves of food and fuel in the city,” Savenko said.
