Procurement at electronic auctions for government agencies and companies from April 1, 2016 will be obligatory because the ProZorro system of electronic trading will be transferred from a pilot mode to constant, Deputy Minister of Economic Development and Trade Maksym Nefyodov has said at a press conference.

“This is because of the fact it will never finish voluntarily. The law was adopted and from April 1 the system will become mandatory,” he said.

According to the head of the department at the ministry, Oleksandr Starodubtsev, earlier procurement by state institutions and state-owned companies through the ProZorro system was the political will of ministers, while now it will become legally binding.

According to the director of Zovnishtorhvydav state company, Oleksandr Nakhod, central executive authorities and monopoly companies should from April 1 carry out purchases via the ProZorro system, while from September 1 all customers will be obliged to do this.

According to Starodubtsev, the creators of the ProZorro system plan to further develop the system, conducting integration with the public registers, creating a platform for monitoring procurement, a base of standard specifications for customers and introducing a system of online clarification for customers.
