You're reading: Economy ministry insists on adopting bill on pretrial procedure for fighting online piracy

The Economic Development and Trade Ministry of Ukraine insists on adoption of bill No. 3081d on the state support of cinematography in Ukraine that regulates the pretrial procedure for combating online piracy, Deputy Minister of Economic Development and Trade, Trade Representative of Ukraine Natalia Mykolska has said.

She wrote on her Facebook page that now Ukraine is drawing up a report for Special 301 Report of the Office of the United States Trade Representative (USTR) on the countries that violate intellectual property rights.

She said that it depends on the adoption of the bill if Ukraine is again recognized pirate number one.

Mykolska said that now bill No. 3081d is being prepared for second reading. The discussions with market players, telecom operators, Internet associations, associations of copyright holders, the association of printers, experts from the Reanimation Package of Reforms, film and TV show producers, TV producers and civil activists were held. All key aspects of the bill have been defined: the necessity of identification of claimants and owners of websites; responsibly of hosting arrives only if an application on violation of copyrights is submitted and inertness of hosting providers is recorded; providers as an intermediate link that does not modify content is not responsible; copyright holders are obliged to present the document confirming copyrights.

Head of the State Intellectual Property Service of Ukraine Alla Zharinova said in an interview with the Uriadovy Kurier that a public hearing will begin on March 1 in the United States.

As reported, in May 2015, the USTR released its annual “Special 301” Report on the adequacy and effectiveness of U.S. trading partners’ protection and enforcement of intellectual property rights (IPR), where Ukraine was placed on the Priority Watch List along with other 12 countries.
