Environment and Natural Resources Minister of Ukraine Mykola Zlochevsky has proposed to draw up a national program to build modern animal shelters for stray dogs in the biggest cities of Ukraine, the press service of the ministry reported on Nov. 2.

A pilot project is to be implemented in Kyiv. Preliminary agreement on this has already been reached with Head of Kyiv City State Administration Oleksandr Popov, said Zlochevsky.

"We will implement a project to build new animal shelters for dogs according to European standards together with the local authorities and public environmental organizations. It’s very important to resolve the problem of stray dogs in a civilized way in Ukrainian cities. It’s relevant because of Euro 2012," Zlochevsky said at a joint press conference with Kyiv City State Administration.

The minister asked the heads of regional centers to stamp out cruel behavior towards the animals.

He also praised the decision of Chernihiv City Council to allocate land to build a new animal shelter for dogs and said he was ready to support this project with the help of the environmental ministry.
