Ukraine is not a leading country on the list of those against which claims have been filed with the European Court of Human Rights, Nazar Kulchytsky, Ukrainian government ombudsman on European Court of Human Rights issues, said.

“Our problems are not unique. We are not the main leaders and we are
not among those who set a bad tone in the Council of Europe. Yes, we are
a problem country, but I can’t say that the situation in Ukraine is
very different from the situations in Russia or Romania,” Kulchytsky
said on Channel 5 television on Thursday evening.

Kulchytsky said the European Court of Human Rights has 10,000 claims against Ukraine, which accounts for 7.5% of all claims.

Responding to a question about the possibility of the claims against
Ukraine increasing after the election campaign, Kulchytsky said the
European Court of Human Rights has few such claims. “The number of cases
involving electoral rights tried by the European Court of Human Rights
since its creation does not exceed ten,” he said.

Kulchytsky recalled that it takes the European Court of Human Rights
three to five years to try a case. “The problem of lengthy legal
proceedings is characteristic of all Europe,” he said.
