Pechersky District Court of Kyiv has chosen to arrest Head of the State Employment Service of Ukraine Volodymyr Halytsky as a measure of restraint.

The court issued a ruling on Monday after considering a motion lodged by the Prosecutor General’s Office of Ukraine to choose arrest as the measure of restraint for Halytsky.

"The court ruled to satisfy the motion of the Prosecutor General’s Office of Ukraine and choose arrest as the measure of restraint for Halytsky," reads the court’s ruling, which was announced on Monday.

The ruling can be appealed against in a court of appeals within three days. Halytsky’s defense team said that he had been in detention for two months.

Halytsky, a former director of the Energoatom (National Nuclear Energy Generating Company of Ukraine) Investment Development Department, headed the employment service from May 2003 to April 2005 and was reappointed in August 2006, combining this post with that of Executive Director of the Ukrainian State Social Insurance Fund for Unemployment.

Earlier, Halytsky has asked court not to detain him, as he has committed no crime.

"I don’t see any crime described in the motion from the Prosecutor General’s Office of Ukraine," he said on Monday at a session of the court, which is considering choosing arrest as a measure of restraint for him.

Halytsky said that money found during a search of his office was his own money, adding that he was "a rich man."

"That money is mine," he said.

Halytsky asked the court to choose the measure of restraint for him not related to detention, and assured that he would assist the investigators.

"I urge the honourable court to leave me at liberty… I’m an elderly and unhealthy man, and I will in no way hamper the investigators, quite the contrary, I will help them," he said.

Representatives of the Prosecutor General’s Office insisted that if left free, Halytsky would hamper the proceedings and that his arrest "will ensure the proper conduct of the suspect."
