Ukraine's Ministry of Health has proposed to discuss the concept of the health care financing reform in Ukraine.

According to the press service of the agency, the ministry plans within the next month to conduct a broad discussion of the proposed concept with the public, representatives of the regions and international organizations.

The concept was prepared by an ad hoc group, consisting of representatives of the Ministry of Health, the Ministry of Finance, the National Reforms Council, as well as experts and representatives of the civil society. The document was developed on the basis of “The Strategy of Health Care Reform in Ukraine for 2015-2020,” a framework document prepared by the strategic advisory group at the Health Ministry in 2014.

The concept offers the description of a new, modern health care financing system of the European standard, which will be built in Ukraine.

The new system is aimed at establishing the clear guarantees of the state in providing medical care, providing citizens with a better financial protection in case of illness, a more efficient distribution of public funds and the reduction of informal payments.
