Ukrainian Foreign Minister Pavlo Klimkin said that at a Normandy Four foreign ministers' talks in Munich on Saturday he plans to raise the issue of Russia's failure to meet its obligations.

“I’ll begin with what happened in Crimea yesterday – with searches, arrests, as that doesn’t happen by accident that there are more prisoners of conscience now,” he told reporters in Munich on Feb. 12.

He said that “the first anniversary of the Minsk [peace agreements] wasn’t a good one.” “I see no fulfillment of the commitments if one looks at how Russia has been abiding by its obligations,” he added.

The meeting is scheduled to begin at 9 a.m. Kyiv time on Feb. 13, he added.
