Head of Dnipropetrovsk Regional State Administration Ihor Kolomoisky has proposed the establishment of the Council of Governors of the south-east of Ukraine to conduct fair and transparent presidential elections.

With this initiative, he appealed to the heads of Kharkiv, Dnipropetrovsk, Donetsk, Luhansk, Zaporizhia, Kherson, Mykolaiv, and Odesa regional state administrations.

“Due to a number of political events, including those externally inspired, Ukraine faced a real threat of losing territorial integrity. As the scenarios of this threat are acted out, there is the need in the south- eastern regions to create a coordinating authority for coherent and effective work of governors of the specified territories,” reads a statement.

It is proposed to make the territorial defense headquarters of the south-east regions a working authority of the Council with headquarters in Dnipropetrovsk. Within the framework of the headquarters, the actions of local authorities will be coordinated with the Security Service and the Interior Ministry in the fight against separatism and sabotage activities of illegal security forces.

In addition, the members of the Council will be able to develop coordinated proposals for decentralization of power in Ukraine, increasing the role of local governance as a basis for harmonization of relations between the center and the regions. Proposals can be formalized in the form of a new draft wording of the Constitution of Ukraine.
