Interior Ministry of Ukraine Arsen Avakov has posted a report on the volumes of financial infringements in the Interior Ministry system in 2010-2013 on his Facebook page.
According to the report, after the appointment of the new government in March 2014 the newly appointed top managers of the Interior Minister faced total corruption and embezzlement of budget funds in the law-enforcement system. Shadow schemes of embezzling state funds were functioning at each level of the existing system. Only at the initial stage embezzlement and losses of the budget funds worth hundreds of millions of hryvnias were revealed.
Operation of EDAPS concern in part of production of passports for travelling aboard at the prices set too high was used as an example of embezzlement.
It was established that EDAPS illegally saw profit of 330% from the purchase of driver license forms and vehicle registration certificate forms by the Interior Ministry.
Corruption schemes in distribution of apartments among law-enforcers were also found.
