 OSCE could send its observers for a referendum in Crimea only if Ukraine invites them, Personal Envoy of the Swiss OSCE Chair in Office Tim Guldimann has said.

 Only an invitation of the Ukraine’s government is needed to conduct
an observation, he said at a press conference in Kyiv on Thursday.

Commenting on the decision of the Crimean parliament to bring forward
the referendum to March 16, the OSCE envoy said that it was very
important that all of the provisions of the Constitution of Ukraine are
observed.

The Supreme Council of Crimea at an unscheduled plenary sitting on
Thursday passed a resolution according to which the proposed referendum
on the status of the Autonomous Republic of Crimea was moved from March
30 to March 16.
