Prosecutor General's Office of Ukraine has finished checking the lawfulness of leasing the Mezhyhiria tract (Vyshgorod District, Kyiv region) to Tantalit LLC and discovered some infringements, the head of the chief department for bringing into court, protecting the interests of citizens and the state during the execution of court rulings, Oleh Kucher, has said.

“It was established that Vyshgorod District Administration did not
have powers to give orders on the disputable land plot in state
ownership, and the administration cannot terminate the right of
permanent leasing of the land plot by Puscha-Vodytsia boarding house of
the chief department of the Cabinet of Ministers of Ukraine, and it does
not have the right to lease it or sell it,” reads a press release of
the Prosecutor General’s Office issued on Wednesday, April 23, citing
Kucher.

He also said that the projects on the leasing of land plots to
Tantalit LLC and Victor Yanukovych did not undergo the procedures set in
Ukrainian law, and the Prosecutor General’s Office in Kyiv region
submitted three claims in the interests of the state to declare the
resolutions, leasing agreement and state acts on ownership right to land
plots illegal and cancel them.

As for the leasing of land plots of the Sukholuchia hunting farm, the
Prosecutor General’s Office established that the land plots were
illegally withdrawn from the state forestry, Kucher said.

“Later, without a change in the purpose of the land plot, it was transferred to private ownership for construction,” he said.

The Prosecutor General’s Office in Kyiv region submitted two claims
asking to declare illegal and cancel the resolutions and state acts on
ownership rights to the land plots of the state forestry of 17.5
hectares and worth UAH 7.2 million.

The Prosecutor General’s Office also submitted a claim to the
economic court in Kyiv to declare illegal the decisions of Kyiv City
Council and state acts on ownership rights, on the basis of which a land
plot in Koncha-Zaspa (Kyiv region) with an area of around 40 hectares
worth UAH 126 million was illegally transferred to the ownership to
several commercial structures via Kotmist housing and construction
cooperative.

In addition, the Prosecutor General’s Office in Kyiv revealed
infringements during the allocation of a land plot of 5.6 hectares in
Stolychne Shose, in Holosiyivsky District of Kyiv. The land plot is
fenced and the construction of buildings of uncertain purpose was
started on it, while the land plot is under a restricted economic
regime.

Kucher said that the check is underway on the giving over to private
ownership of two hectares of land for a helicopter pad on Parkova road
in Kyiv.

The Prosecutor General’s Office also established many infringements
when land plots with a gross area of almost 360 hectares located in
Holosiyivsky District of Kyiv worth over UAH 600 million were received
in 2007 by housing cooperatives.

“The said cooperatives transferred the land plots to the charter
capitals of other companies, which could be affiliated with the
interests of former president of Ukrainian and his inner circle.
Prosecutor General’s Office submitted four claims on the issue to the
economic court in Kyiv,” he added.
