The European Network of Election Monitoring Organizations (ENEMO) has rated voting in the parliamentary elections in Ukraine as transparent and compliant with international standards.

According to the ENEMO’s preliminary assessment, the Oct. 26 vote was held transparently and efficiently, and, overall, in accordance with international standards, ENEMO mission head Srdjan Pavlicic told a press conference in Kyiv on Oct. 27, adding that certain violations, which had no major effect on the voting results, were registered mainly during the election campaign.

The Central Election Commission (CEC) and other organizers of the elections made great efforts to conduct the elections and enable voters cast their votes in a very complicated political situation, difficult security conditions and tight deadlines set for the elections, he said.

ENEMO called on all participants in the electoral process to remain calm and refrain from any manifestation of unethical behavior during the vote count and before the official results are announced.

The ENEMO mission emphasizes the need to continue an open and all-inclusive discussion of the election reform in Ukraine with various parties involved, including the civil society, Pavlicic said.

Furthermore, ENEMO recommends ensuring the professionalism of heads and members of district election commissions.

ENEMO representatives monitored the opening of 101 polling stations. Overall, they visited 1,250 stations and monitored the vote count and handover of the results to district election commissions at 99 of them.

The ENEMO mission for monitoring the 2014 parliamentary elections in Ukraine is funded by the National Democratic Institute for International Relations, the U.S. Agency for International Development and the Bureau of Democracy, Human Rights and Labor of the U.S. Department of State, the German Embassy in Kyiv and the European Development Fund.
