“In accordance with Addendum 13 to the Chicago Convention, opinions expressed during the assessment of information, including the readings of the flight recorders, shall not be made public by the parties involved in the investigation. Information about the course of the investigation cannot be released by the parties without an official consent of the chairman of the investigative commission,” Rosaviatsia’s deputy head, Oleg Storchevoi, told reporters on on July 28 when asked to comment on Ukrainian National Security and Defense Council spokesman Andriy Lysenko’s claims that the flight recorders’ readings confirm the theory that a rocket explosion brought down the Malaysian passenger liner.

“By publishing such statements the Ukrainian side violates the fundamental principles of interaction between the parties probing air accidents, defined in Addendum 13, which arouses regret,” Storchevoi said.

Earlier reports said that Storchevoi has been appointed Russia’s official representative in the Boeing crash investigation.
