The draft decree, which was released on the portal for the disclosure
of information on federal government agencies’ preparation of bills and
draft regulations, includes an addendum with a list of goods shipped
from Ukraine to Russia to which import duties will be applied that are
the same size as in the Customs Union.

President Vladimir Putin has said repeatedly that if Ukraine signs
the economic part of the association agreement with the EU, Russia will
be forced to switch to the “common international practice of using the
regime of most favored country in trade.” This would essentially mean
the elimination of the existing preferential regime in trade with zero
import duties in trade with Ukraine and the imposition of the regular
trade regime that applies to all members of the World Trade
Organization.
