Vladimir Kulakov, a senator from the Magadan region, was lethally injured by a boat while swimming in the city of Alushta, Crimea, Russian Investigative Committee official Vladimir Markin said.

The culprit has been detained, Markin said.

“This afternoon, a boat hit a swimmer in Alushta. The swimmer sustained deadly injuries and died,” Markin told Interfax on Friday. The victim is Vladimir Kulakov, a member of the Russian federation Council from the Magadan region, he said.

“The man who drove the boat left the scene, but was later detained. Investigators are now working with him,” Markin said.

A criminal l case has been opened on the basis of Article 109 of the Russian Criminal Code (manslaughter), he said.
