Ukrainian Deputy Prime Minister Borys Kolesnikov said the country would liberalize its aviation rules in June, bringing the hope of cheaper flights for fans coming to the tournament.
Kolesnikov has said an agreement with low-cost giant Ryanair to operate during the tournament is close, but the airline has so far not confirmed a deal.
