A draft law to pardon Ukraine's former Prime Minister Yulia Tymoshenko and ex-Interior Minister Yuriy Lutsenko has been rejected by the executive office of Ukraine's parliament, which refused to put it on the legislature's agenda.

The office described the bill as "politically biased," the press service of parliamentary deputy Hennadiy Moskal, author of the draft and a member of the Our Ukraine – People’s Self-Defense opposition party, said in a statement.

The statement cited Article 92 of the Ukrainian Constitution and the law "On Amnesty in Ukraine" as authorizing the Verkhovna Rada, the country’s legislature, to quash criminal proceedings against an individual.

Moskal introduced the draft law to parliament on Sept. 7.
