Prisoners have taken over a penal colony in the city of Kirovohrad, reports Serhiy Starenkyi, the Head of the Penitentiary Service of Ukraine. He states the staff of the prison has been unable to enter the building for three days, as the inmates are reported to attempt attacking them.
