You're reading: Ukrainian government introduces reference prices for insulin

The Cabinet of Ministers of Ukraine has expanded a pilot project on the state regulation of price of medicines via setting an upper limit on wholesale and retail prices on the basis of comparative (reference) prices for insulin.

Cabinet resolution No. 732 was approved on August 14, 2013.

According to the document, the reference prices of insulin will be introduced from December 1, 2013.

The pilot project applies to six medicines, which are registered under the generally accepted name “Insulin.”

From February 1, 2014, the turnover of insulin, in particular, its purchase using budget funds, will be carried out after declaring the changes in the wholesale and retail prices of insulin, which cannot exceed the established limit.

Expenses linked to the sale of insulin are covered by the funds foreseen in local budgets for healthcare under the diabetes mellitus state program.

The upper limit of wholesale and retail prices of insulin will be formed on the basis of reference prices for insulin in Moldova, Turkey, Russia, Albania, Romania and Bulgaria.

If the medicine is not presented on the market of the said countries, the reference price will be based on prices in Hungary, Lithuania, Latvia, the Czech Republic, Slovakia and Poland.
