UNGA resolutions unlike UN Security Council decisions are taken by simple majority and are not legally binding.

On March 15, Russia blocked the adoption of a draft UN Security Council resolution condemning the referendum on the status of Crimea.

UN Secretary General Ban Ki-moon earlier expressed disappointment with the referendum on the status of Crimea.
