After signs of progress in recent weeks, negotiations over Ukraine’s debt restructuring appeared to take a step backward Wednesday.

The Ukrainian government’s latest proposal over how to restructure $19 billion of debt is unacceptable to bondholders, a person familiar with the negotiations said on Aug. 5. The person didn't specify why the proposal was unacceptable.
