You're reading: Cabinet okays provisions of state agency to rebuild Donbas

Ukraine's Cabinet of Ministers has approved provisions regulating the activity of the State Agency of Ukraine for Rebuilding Donbas. 

This is stipulated in government resolution No. 655 dated November 26, 2014, on some issues related to the State Agency for Rebuilding Donbas.

The agency will be headquartered at 24 Dymytrova Street in Kyiv.

It is defined as a central executive agency subordinate to the Cabinet and supervised by a designated official who shares two positions – a vice premier and the minister for regional development, construction, housing and utilities. The agency is authorized to pursue policy to rebuild Donetsk and Luhansk regions, or Donbas.

The agency’s major tasks include the implementation of the state policy to rebuild Donetsk and Luhansk regions (measures to restore industrial, social and transport infrastructure, housing and other residential facilities damaged during the military operation in the region), participation in ensuring social protection and social and occupational adaption of internally displaced persons from of the anti-terrorist operation zone in the east of Ukraine or local residents who remained in the area.

In addition, the agency will be in charge of activities to develop the industry of Donetsk and Luhansk regions and is entitled to submit to the designated official its proposals as for the formation of the state policy in such sectors as regional development, construction and housing.

The agency shall, among other things, prepare proposals to restore peace in the region, rebuild the damaged infrastructure, stabilize the situation in general and ensure the sustainable social and economic development of individual districts in Donetsk and Luhansk regions. It shall also assist in ensuring social security of internally displaced persons in keeping with laws, as well as develop proposals for selecting priority facilities of the infrastructure that require immediate reconstruction.

The agency shall also provide proposals for consideration by the vice premier and minister for regional development, construction, housing and utilities to borrow funds and attract investment, including from international financial organizations, as well as international technical assistance, which will be used to prepare and fulfill tasks, measures and projects to rebuild and develop Donetsk and Luhansk regions. In addition, the agency will be involved in raising international technical aid and development, construction, reconstruction, overhaul and maintenance repairs to the infrastructure that requires to be restored.

The agency will be also tasked to take part in drawing up international treaties of Ukraine and, in accordance with laws, ensuring their implementation. It will be also authorized to conclude international agreements between departments from different countries and engaged in international cooperation in the spheres of its authority.

The State Agency of Ukraine for Rebuilding Donbas was formed by the Cabinet in September 2014.
