Head of the State Agency for Restoration of Donbas Andriy Nikolayenko has said that European partners of Ukraine are ready to provide loans for top-priority measures on the restoration of the eastern region of the country under a simplified procedure.

‘First of all, infrastructure which will allow passing the winter is to be restored. Partially these are funds of the reserve fund, partially – from European partners with whom preliminary agreements were reached that the funds planned for Ukraine will be allocated for top-priority measures at the simplified procedure. Our partners who will provide financing do not present tough conditions: they understand that it should be done quickly,’ he said in Kyiv on Oct. 8.

He said that a strategy of restoring the eastern region was agreed with the UN, World Bank and the European Commission. The strategy consists of short-term measures which will allow supplying heat, food and give a chance of passing the winter, as well as the strategic program on the restoration of Donbas with the creation of jobs and resumption of operation of enterprises.

‘Long periods – up to 30 years, credit rates of around 2 percent, and the volume of financing is serious,’ he said, commenting on the planned loans.

He added that the program on the restoration of Donbas is being drawn up, and it is planned to present it in the middle of November.

Nikolayenko said that cases of destroyed infrastructure in Donbas are permanently growing and the assessment of the prime minister of Hr 11 billion could be only the start.

‘The exact assessment will be given when we enter [the region],’ he said.
