The U.S. authorities have a direct impact on the actions of the current Kyiv authorities, Russian Foreign Minister Sergei Lavrov said.

“Yes, they have announced the suspension of what they call a
counterterrorism operation but now, when [U.S. Vice President] Joe Biden
visited Kyiv, it was announced immediately that this operation has been
transferred to the active phase again. So it is clear that they have
chosen the moment of the U.S. vice president’s visit to announce the
resumption of this operation because this operation was started right
after the visit of [CIA Director] Joe Brennan to Kyiv,” Lavrov said in
an interview with the RT TV channel.

“So I have no grounds not to think that Americans direct this show in the most hands-on manner,” the minister said.

Kyiv has not implemented the agreements reached in Geneva during the
four party talks between Russia, the European Union, U.S. and Ukraine,
Lavrov said. “They have done nothing of what was agreed upon in Geneva
and what the Kyiv authorities should have started to implement,” he
said.

“But as far as we understand, this bill will not concern
political prisoners,” the minister said.
