Luhansk has remained fully without power since July 31, the press service for Luhansk City Council has reported.

The city has no water supply and mobile communications and there are problems with communications in the city, the report says.

The Kirovska electrical power substation was fully destroyed and
high-voltage power lines were serious damaged in the artillery and
mortar attacks in the city. The power line providing power to the city
from Krasnodon was damaged on July 31 as well.

As a result, Luhansk was fully left without power and water.

Over 4,000 people in the city’s districts have been disconnected from gas.
