Brussels -- The imposition of sanctions not reinforced by other measures cannot resolve the situation in Ukraine, EU foreign policy chief Federica Mogherini has said on Nov. 17.

“Sanctions themselves are not a target, are not an objective. They can be an instrument [to resolve the Ukrainian problem] if they come together with other measures,” she told reporters on Monday before a meeting of the EU Foreign Affairs Council, which, in particular, will consider the question of possible new sanctions due to the events in Ukraine.

Mogherini also noted that foreign ministers “will discuss the best option today for reacting to the so-called elections [in the self-proclaimed Donetsk and Luhansk People’s Republics] on November 2.”

She said that the EU’s position in the case of the Ukrainian crisis was based on three principles, in particular, sanctions, assistance in implementing reforms in Ukraine and dialogue with Russia.
