Ukrainian President Petro Poroshenko has approved the strategy to reform the judicial system and adjacent legal institutions for 2015-2020.

The decree, which was signed on May 20, has been posted on the president’s website.

The reforms are aimed at ensuring the independence of the courts, the neutrality of court rulings and the transparency of judges’ work.

The Cabinet of Ministers has been ordered to define a mechanism to introduce an action plan to implement this strategy.

The reform will be carried out in two phases.

The first phase will included the renewal of laws to restore trust in judicial power and other legal institutions. The second phase will make systemic changes to Ukrainian law, including amendments to the Constitution of Ukraine.

According to the document, at present the justice system exhibits signs of corruption, the public continues to be ignorant about laws, and judges remain dependent on executive and legislative power.

The reforms are aimed at providing the independence and neutrality of judges, increasing their professionalism, improving the transparency of their work and toughening their responsibility.
