Ukrainian President Petro Poroshenko has enforced the National Security and Defense Council decision dated Jan. 25, 2015, introducing "extraordinary measures against the Russian threat and Russia-backed terrorism manifestations" in eastern Ukraine.

Alongside other measures, the decision excluded power plants operating on lands uncontrolled by the Ukrainian authorities from electric power market settlements.

The Ukrainian prosecutor general was tasked to take measures towards the recognition of the self-proclaimed Donetsk and Luhansk people’s republics as terrorist organizations, for instance, to draw up an appeal to The Hague Tribunal.
