Ukrainian President Petro Poroshenko has blamed the Donbas militia for derailing the agreements on ceasefire and heavy weaponry pullout from the frontline.

According to the presidential press service, Poroshenko informed
Merkel by telephone on April 13 that the situation in Donbas was
escalating and proposed enlarging the Organization for Security and
Cooperation in Europe’s Special Monitoring Mission and strengthening it
technically “in order to verify violations of the agreement on ceasefire
and arms pullout.”

The parties agreed that all conditions must be created for delivering
humanitarian aid to the victims in the Donetsk and Luhansk regions,
including aid provided with assistance from the International Committee
of the Red Cross, the presidential press service said.

Poroshenko and Merkel expressed the hope that the Normandy quartet’s
ministerial meeting in Berlin would be a success and agreed to continue
the dialogue based on the results it will attain, it said.
