Horlivka - An artillery shell hit the building of a teachers' training institute's dormitory in central Horlivka, Donetsk region of Ukraine, at around 10.30 a.m.

No students are now living in the dormitory, but people could have still been inside the building and three people are feared dead, an Interfax-Ukraine correspondent has reported.

The shell hit the third floor of the building, causing a fire. The fire is now being extinguished by the firefighting services.

Shots and explosion were heard in Horlivka last night.

No cars or people are now seen in the city’s streets. There is central water and power supply in the center of the city. On the outskirts of the city, water is supplied according to a schedule and there are problems with power supply. There are also problems with mobile communications in Horlivka.
