Grad rocket launchers shelled the urban-type settlement of Toshkivka in the Luhansk region on Nov. 18.

Three civilians were killed and another four were severely injured, the press service of Luhansk region state administration head Hennadiy Moskal said on Nov. 19.

The authorities blamed the militants of the self-proclaimed Luhansk People’s Republic (LPR) for the shooting incident.

“Several shells hit a residential building on Donetska Street. Apartments were destroyed. Three persons were killed instantly and another four suffered serious injuries. There are two children, aged five years and six months, amongst the wounded civilians,” the report said.
